Dear Dorene and Family,
Frank will be surely missed, he was a wonderful man that was so well liked by many. His mere presence would bring smiles to all that knew him, with his chearfull demeanor and positive attitude strangers would soon become friends. Dear Dorene and Family my heart and prayers are with you to help give you strength through this difficult time. Remember, Life may bring tears, smiles and memories. The tears dry, the smile fades, but the memories live forever. For my friend Frank, Your journey here is over, you can drop anchor now your safe and sound in home port.
Warm Regards your friend,
Austin Miller

Dear Dorene and Family,
Frank had many Navy friends and was held in the highest regards by fellow Navy Air Traffic Controllers. Just two weeks ago we exchanged emails about the evolution of shipboard carrier air traffic control which he did much to improve such as fostering the idea of a stand alone CATCC and the use of secondary radar to augment primary radar for air traffic control. While serving on the Admiral's staff at Commander Naval Air Force, Pacific, he established grading criteria and applied it impartially during quality assurance visits to various Pacific Fleet aircraft carriers which also benefited safety and efficiency.
There are service ribbons and medals, but no higher compliment than, "He made a difference" and Frank did that wherever he served. We will miss him!
Our thoughts and prayers are with you during this difficult time.
Respectfully,
Tom McMahon, Capt, USN (ret)
